This series consists of an unused Register of Tribute Agreements in which the printed words on the pages were crossed out and replaced with the phrase 'permits to mine'. The register documents a total of only 5 applications, all related to then existing gold mining leases, nos. 7812 (in the Beechworth Mining District), 7939 (Ballarat), 7941 (Ballarat) and 9903 (X2) (Bendigo). Four of the five are explicitly for no liability mining companies.
