The Water Act 1915 (No 2747) provided the legislative structure for municipalities to establish Waterworks Trusts for the provision of country urban water supply. The Water Supply Loans Act 1916 (No 2874) made provision for the financing of these works with Orbost Waterworks Trust being listed as one of the first municipalities to receive these loans. The Water Act 1915 set out stringent requirements for the keeping of accounts (Subdivision 9)Section 158 and following sections set out in comprehensive detail the requirements for the preparation of an Annual Statement as of December 31st each year and the audit of these accounts by the Auditor-General or his representative. Details included the format of the accounts and the signatures required on them. This record is that prepared by the Orbost Waterworks Trust in conformity with these requirements of the Water Act 1915.
These volumes contain the Annual Statements of Accounts of the Orbost Waterworks Trust. The set of accounts for each year summarise the Loan Account, Revenue Account, Contractors Deposit, Depreciation Account, Loan Liability Accounts, Rate Receipts and Expenditure and Contracts. All are summarised in a final Balance Sheet signed by the Secretary of the Trust.
For each set of annual accounts there is a statement of the formal acceptance of the accounts by the Commissioners of the Trust signed by the Chairman and the formal statement of audit signed by the auditor or the Treasury Inspector.
