Under the, Water Act (1890), Water Commissions were entitled to make and levy rates on all land and tenements within the water supply district. The funds so received by the Commission were to be used to pay interest on loans, to maintain the works, and extend the works.The Act is extensive and covers many aspects of the operation of water supply in one form and another.
