Under various legislative acts, government departments were required to present annual reports to both houses of parliament each year (for example, Neglected Children's Act 1890 (27 Vic., No. 216), Sec. 10).These reports are those of the:
- Secretary of the Department of Industrial and Reformatory Schools: years 1882 to 1887
;- Secretary of the Department for Neglected Children and Reformatory Schools: years 1888 to 1895; and,
- Secretary and Inspector of the Department for Neglected Children and Reformatory Schools: years 1896 to 1908.
Each annual report consists of the report of the Secretary, for example, and appendixes. The appendixes may include reports of boarding-out committees, committees of Ladies' Visiting Association, brief reports from industrial schools and reformatory schools and returns of a statistical nature, such as numbers of admissions and discharges, ages of inmates, financial revenue, expenditure and costs.
