This series contains various items of correspondence between the Commonwealth of Australia and the State of Victoria registered at the Chief Secretary's department. Correspondence covers such matters as military protection for vulnerable sites under civil control, the protection of civil aerodromes in time of war, the action of civil police in the event of hostilities, the action to be taken by police with respect to the Communist Party Dissolution Act and proposals to counter possible Communist disruptive activities.

It should be noted that not all of the correspondence registered in VPRS 5589 Register of Secret Commonwealth Communications is in this series.
