The licensee was required to pay the licence fee and the annual rent for the use of unused roads and water frontages.This series summarises the payment of licence fees and annual rents for each municipality. The dates of payments are given for licence holders in each municipality with the number of the licence and name of licence holder. The letters R and WF preceding each licence number indicates whether it was for the use of an unused road or a water frontage. This series was created by the Local Government Branch and later on by the Unused Roads and Water Frontage Branch of the Public Works Department (VA 669) (from 1905 to 1928) and since then by the Department of Crown Land and Survey (VA 538) (from 1928 to 32)

The Branch and later on the Lands Department were responsible for the issue of licences under the provisions of the Unused Roads and Water Frontages Act, 1903 (No 1894) and the subsequent Local Government Acts, 1915, 1928 and 1958 (Nos 2686,4683 and 5316) and the Land (Unused Roads and Water Frontages) Act 1961 (No 6794) for the occupation and use of unused roads and water frontages to the owners and occupiers of adjoining land and for ensuring that the annual rents were paid.
