This series consists of the transcripts of proceedings of the Board of Inquiry into Postal Voting at the City of Richmond Councillor's Elections. Transcripts of two types of hearings were created: public hearings and in-camera hearings. In-camera hearings are closed to the public and often referred to as closed hearings.The hearings of the Board of Inquiry into Postal Voting at the City of Richmond Councillor's Elections began on 5 August 1981, three days prior to the 1981 annual elections for councillors in the City of Richmond and ended on 15 July 1982. In-camera hearings began on 4 September 1981 and ended on 7 July 1982. This inquiry sat for nearly a year with appearances from more than 250 witnesses.
The transcripts provide a true and accurate record of all hearings conducted by the Board of Inquiry. For each session of proceedings, the actual transcript is preceded by a cover page, providing details of the session's day, date, Commissioner's name (Alastair Bothwick Nicholson Q.C) and people present.
P1 contains loose transcripts of public hearing days and in-camera transcripts. This consignment doesn't contain a complete set of public or in-camera transcripts. VPRS 4480/P0001 was previously VPRS 4480/P0000.
P2 contains a complete set of bound transcripts for the public hearing days. Volume 22 (unit 20)includes a page index to the themes that were discussed in-camera.
P3 contains a complete set of in-camera transcripts. Volume 1 (Unit 1) contains an in-camera index which provides a summary of the evidence discussed and the corresponding page numbers in the transcript to that summary. Volume 6 (unit 6) contains a listing of in-camera witnesses and includes names and addresses, date appeared and transcript page numbers.
P4 contains the in-camera transcripts for two witnesses.
