VPRS 19213 Departmental Cabinet-in-Confidence Working Records, Andrews/Allan Government [Police II]

This series comprises of Cabinet-in-Confidence records related to the Police II Ministerial Portfolio of the Andrews/Allan Government created within the Department of Justice and Community Safety (VA 5252) to assist

- in the preparation or tracking of a submission to Cabinet or a Cabinet Committee,
- in the development of advice to a Minister or departmental officer on any matter that has been or is intended to be considered by Cabinet or one of its Committees, or in the communication of outcomes of Cabinet or Cabinet Committee deliberations.

Cabinet-in-Confidence related papers include:
- any original, draft, extract or copy of a document which relates to or refers to a matter that has been or is intended to be considered by Cabinet or one of its Committees,
- any background, issues, discussion or consultation papers relating to a matter that has been or is intended to be considered by Cabinet or one of its Committees.

Examples include:
- draft Cabinet or Cabinet Committee material and any proposed or actual attachment to Cabinet or Cabinet Committee submissions,
- Ministerial briefing notes, memos or speaking notes,
- departmental briefing notes, memos, comments and discussion papers on Cabinet material, such as possible legislation proposals or terms of reference for a Parliamentary Committee of Inquiry,
- relevant legal opinions,
- correspondence identifying Cabinet-in-Confidence information,
- internal distribution lists for Cabinet-in-Confidence material, and
- Cabinet or Cabinet Committee memberships and meeting schedules.

Note: The original signed submission and submissions and briefs prepared by Departments and not submitted to Cabinet also form part of departmental Cabinet-in-Confidence records, (i.e. this series).

This is the second instance of a Police portfolio within the Andrews/Allan government, so 'II' has been added to the series title to indicate this. The records of the first Police portfolio can be found in VPRS 18634 (2014-2018).

The Police II portfolio was created in August 2021 when the Police and Emergency Services portfolio (VPRS 18674) was abolished (Victoria Government Gazette S456, 23 August 2021). Emergency Services II (VPRS 19214) was also moved into its own portfolio at this time.

Victoria Police maintained their own physical Cabinet-in-Confidence records for this portfolio, and transferred them directly to PROV at Caretaker in 2022. These are in their own consignment (C1) and not part of the records transferred by DJCS.
