VPRS 18674 Departmental Cabinet-in-Confidence Working Records, Andrews/Allan Government [Police and Emergency Services]

This series comprises of Cabinet-in-Confidence records related to the Police and Emergency Services Ministerial Portfolio of the Andrews/Allan Government created within the Department of Justice and Community Safety (VA 5252) to assist

- in the preparation or tracking of a submission to Cabinet or a Cabinet Committee,
- in the development of advice to a Minister or departmental officer on any matter that has been or is intended to be considered by Cabinet or one of its Committees, or in the communication of outcomes of Cabinet or Cabinet Committee deliberations.

Cabinet-in-Confidence related papers include:
- any original, draft, extract or copy of a document which relates to or refers to a matter that has been or is intended to be considered by Cabinet or one of its Committees,
- any background, issues, discussion or consultation papers relating to a matter that has been or is intended to be considered by Cabinet or one of its Committees.

Examples include:
- draft Cabinet or Cabinet Committee material and any proposed or actual attachment to Cabinet or Cabinet Committee submissions,
- Ministerial briefing notes, memos or speaking notes,
- departmental briefing notes, memos, comments and discussion papers on Cabinet material, such as possible legislation proposals or terms of reference for a Parliamentary Committee of Inquiry,
- relevant legal opinions,
- correspondence identifying Cabinet-in-Confidence information,
- internal distribution lists for Cabinet-in-Confidence material, and
- Cabinet or Cabinet Committee memberships and meeting schedules.

Note: The original signed submission and submissions and briefs prepared by Departments and not submitted to Cabinet also form part of departmental Cabinet-in-Confidence records, (i.e. this series).

The Police and Emergency Services portfolio was established as part of machinery-of-government changes following the 2018 election (Victoria Government Gazette No. S551, 29 November 2018). It combined two portfolios from the first term of the government: Police (VPRS 18634) and Emergency Services (VPRS 18624).

The portfolio was abolished in 2021 (Victoria Government Gazette No. S456, 23 August 2021). The functions were again split into two portfolios: Police II (VPRS 19213) and Emergency Services II (VPRS 19214). Researchers should look in all three series when searching for records around the time the portfolios changed.

Victoria Police also created a small amount of Cabinet-in-Confidence records for this portfolio. They were transferred separately from the DJCS records, and can be found in consignment C1.
