The records in this series contain a summary of instructions provided to inspectors for the maintenance of existing railways, an explanation of duties, instructions related to paperwork as well as information and procedures needed for working on the railways and guidance on who to submit claims for payment to.

The records are presented in volumes which were printed, bound and published by Authority of the Government Printer, Melbourne. The volumes appear to have been published on an irregular basis, and presumably distributed to relevant Victorian Railways Commissioners (VA 2876) staff.
