This series comprises policy files for a wide range of youth organisations such as the YWCA, the Youth Council of Victoria, the Young Peoples Forum and suburban youth groups.

The files were originally arranged under a multiple number system. That order has been disturbed over time. They have since been subjected to a numbering system imposed by the Department following their transfer from the agency to Archival Services, of the Department. The files document policy in relation to matters as amusement machines, training and education, accommodation for adolescents, and youth employment and unemployment.
