Each page has been numbered, with the range being 1 to 1428 over the volumes.The Chairman has confirmed, signed, and dated the last page of each meeting's minutes, and also initialled all of the other pages.The series also includes the Secretary's files, which contain his copies of the minutes, plus the agendas and meeting papers. [Note: As of November 2016, this portion of the series has not been transferred into PROV custody]. These files commence in April 1971, following the appointment of the Secretary. The files continue until (at least) December 1983 with meetings of the MTA - Melbourne Underground Rail Loop Administration. A few of the files for later meetings are missing. The last file in this consignment is for a meeting on 20th December 1983. It is possible, however, that meetings (and hence this series) continued beyond this date, possibly until the completion of the railway loop in 1985. The location of any later files, however, is unknown.The minutes contain information about the administrative and operational activities of MURLA. This series consists of the meeting minutes of the Melbourne Underground Rail Loop Authority (MURLA).

MURLA was constituted under the provisions of the Melbourne Underground Rail Loop Act 1970, which commenced on 1st January 1971. MURLA was a corporate body consisting of nine members who were appointed by the Governor in Council. One of these members was appointed by the Governor in Council to be Chairman.

The inaugural meeting of the members took place on 4th February 1971. Meetings initially took place approximately weekly, and later were approximately monthly.

Following the passing of the Transport Act 1983, which came into effect on 1st July 1983, MURLA ceased to exist.
