The register's function was to record Council owned real property, furniture and equipment. The book is divided into three sections being land, office furniture and equipment, and Central Gippsland Regional Library Service plant and equipment.

The register contains information including a description of the property, its location, particulars of title, a brief history of acquisition and financial information. In relation to furniture, plant and equipment it contains acquisition, valuation and depreciation details.
