Each time correspondence was received relating to a particular premise, and each time a Board was required to make a determination, the index card for the premise would be retrieved and a brief note about the matter made on it. In each case the date is noted along with a summary of the matter being dealt with. In some case, where the Boards administered a prescribed premise over many years, more than one file number is given. These numbers refer to files which can be found in VPRS 5409.Some cards also have the words complete unit stamped on them. This series provided an index to all rental premises in metropolitan and country Victoria which were declared by the Governor-in-Council to be "prescribed premises" under provisions of the Landlord and Tenant Act, 1948 (No.5291) and subsequent Legislation.

The index was created by the central administration of the Fair Rents Boards, which were responsible for determining the "fair rent" which should be paid by the lessees of prescribed premises.
