It is believed this index was created in 1943 to provide access to the negatives of plans located in VPRS 16045. However, the negatives of plans themselves date from 1874 to 1938.

The index was arranged in alphabetical order by location name under the headings, river survey and harbour works. Within the primary group, work location and description of plan was recorded, for example, River Survey, Moyne River, Boring near Entrance to River.
