During that time a survey was to be completed and improvements made to the land. After that time, if the conditions were satisfied, the settler could obtain a lease which would eventually lead to ownership of the land. Full description

Records of rent payments were kept in Registers of Licensees which gave the date of the license, the name of the licensee, the location (parish, section and allotment) and the extent of the land.
