Every waterworks trust and local governing body was to cause minutes of all proceedings to be produced for each meeting, including the names of those present, with such record to be entered into a book for that purpose. The book was be kept by the secretary of the trust or local governing body.Such minutes were to be confirmed at the next meeting by signature of the chairman. Such minute books were to be open at all reasonable times for inspection of any commissioner member, ratepayer or creditor of the trust or local governing body. [ref s149 Water Act 1958]
The minutes relate to the wide range of activities for which the authority is responsible.
The committee system is employed by many authorities. In some cases, the minutes of committees are recorded in the trust or board minute books, either in lieu of or in addition to committee reports. Where committee minutes were maintained in separate volumes they constitute a separate series from the trust or board minutes.
