Under section 98, Water Act (1890), Waterworks Trusts were entitled to make and levy rates on all land and tenements within the water supply district. The funds so received by the Trusts were to be used to pay interest on loans, to maintain the works, and extend the works.The Act is extensive and covers many aspects of the operation of water supply in one form and another.
Information included in water rate books was: address, name of person rated, name of owner, brief description of property, water rate amount and other charges, amount paid.
Entries were made in assessment number order. An index to streets and related pages in the rate book was included in some volumes.
