Full description

It consists of citizens of 'good standing' residing within Victoria, requesting an appointment as a commissioner for taking declarations and affidavits.

The application was made to the Governor in Council, following nomination by a respected official such as a Member of Parliament. The report was forwarded to the Stipendiary Magistrate of the local/regional court for approval, prior to the appointment. Appointments of successful applications were published in the Government Gazette.

Commissioners were appointed according to the provisions of Division 8 of part IV ss 111 - 114 of the Evidence Act 1928.
