Regulations concerning the inspection, drainage, sanitary and other health related aspects were made by the Governor-in-Council. This series consists of Food Premises and General Health Registers compiled as a result of the council's duties regarding the safe guarding of public health within the municipality of Moorabbin (VA 656).

Under the Health Act 1958 (Act No. 6270), Municipal Councils were to employ inspectors and medical officers in order to remain informed of the public health and sanitary circumstances of the municipal district. Part of the Councils' duties were to ensure that inspectors monthly, annual and special reports were lodged with the Department of Health (VA 695), and to compile annual reports of the Councils' actions relating to public health and sanitary concerns within the municipal district.
