This series consists of an index to the correspondence files of the Secretary of the Department of Crown Lands and Survey (VA 538). Index terms were based upon the names of specific correspondents or agencies with which there was repetitive correspondence such as the Public Service Board or on subjects determined by that in a piece of correspondence.

Entered beside these index terms were the registered correspondence numbers of all correspondence relating to that person, office or subject. Some also have a a small entry indicating the subject of a specific piece of correspondence. These entries became a cumulative record of all correspondence to the Secretary of the Department of Crown Lands and Survey (VA 538) on a specific subject area or from a particular correspondent and became a file classification system for that correspondence.

In 1915, this system was replaced by VPRS 3218 Index to Register of Inward Correspondence, Numerical System, Secretary.
