Preparation for the history began in July 1965 with the establishment by the State Electricity Commission of Victoria (SECV) of a research unit. The intention was that evidence systematically collated of the sources examined and the use made of them would provide a useful foundation for further research into the SECV's history. The system established included a chronological card index of some 4,500 entries.

The SECV published the history "Brown Power - A Jubilee History of the State Electricity Commission of Victoria", By Cecil Edwards in 1969, the price was $7.50.
