This series consists of the documents submitted by the consortia of Crown, Jupiters and ITT Sheraton when they made their formal bid for Victoria's casino licence and documents that record the bidding process.

The three consortia documented in this series had previously submitted a preliminary registration of interest as part of the evaluating process, along with a number of other consortia. These preliminary registrations of interest are located in VPRS 12019 Submissions for the Victorian Casino Licence.
