The latter managed country passenger, freight and interstate services.The Met Management Group consisted of general managers from all divisions responsible for Met services.A reduction in the number of transport authorities, as proclaimed in the Transport (Amendment) Act 1989 (No. 44 of 1989), established the Public Transport Corporation (PTC) (VA 2984) and led to considerable administrative changes during 1989/1990 as the S.T.A and Melbourne Transit Authority (M.T.A) were dissolved. Although the PTC is recorded as the creating agency for this series, on advice from the Administrator of the PTC (at 12 October 2000), this series may still have been created by undissolved committees of the previous agencies. This series consists of minutes of meetings of the Met Management Group.

Metrail was originally established as a 'free-standing' Division of the State Transport Authority (STA) in accordance with the Transport Act 1983 (No. 9921). Its initial function was that of operating Melbourne's metropolitan rail services, but in 1986-7 the process of integration with the staff of the Tram and Bus Divisions began and, 'The Met' soon incorporated all metropolitan tram, bus and rail operations.
