Formation of District Road Boards was authorised under section 10 of An Act for Making and Improving Roads in the Colony of Victoria 1853 (16 Vic., No.40). The Act did not stipulate that minutes of meeting of District Road Boards should be made, but many District Road Boards maintained records of their meetings in the form of minutes.

The minutes record the proceedings together with the names of all board members present.
