Full description

In accordance with the Education Act 1958 (No.6240) Section 13 (1), a school council was constituted by order of the Governor in Council to exercise and discharge such powers and duties as are conferred and imposed upon it in relation to the school. This Constituting Order, dated and signed by the Clerk of the Executive Council, is to be found at the beginning of each of these files. Subsequent orders, under Section 13 (4) of the Education Act 1958 (No.6240), whereby the Governor of the State of Victoria, by and with the advice of the Executive Council, makes amendments to the original constituting order of the school council, usually relates to the composition of the council and the terms of office of its members. All subsequent orders have also been placed on these school council files.

All of the files also contain a 1974 reply from school committees to an Education Department proposal regarding the formation of school councils to replace school committees, and details the committees position on the composition of the council and the terms of office of its members.

Other contents include pro-formas advising the Department of any resignations from or appointments to school councils; school council membership schedule (usually annual, but can be more frequent) listing all members of council and their respective positions on the council (ie. president, secretary, treasurer, etc.), dated and signed by the president of the council; any briefings to the Minister regarding the particular school council (mergers of councils, capital works, etc.); Notice of Dissolution of school council made by the Minister and signed by the Clerk of the Executive Council; any correspondence between school councils and the Department; Ministerial correspondence from school councils; memoranda from the Department to school councils, often from the School Council Policy Unit.

Some files contain minutes of school council meetings where minutes refer to changes to the constitution of that particular school council.
