The general function of the Board of Studies (Secondary) was to exercise an oversight over the various Departmental qualifications available to secondary teachers. The Board would advise the Director-General on such matters as the parity and status of courses, and the equivalence of standards arising from the number and diversity of courses and institutions.
The Board was to have a special responsibility in advising the Director-General on regulations relating to qualifications held by secondary teachers (and some technical teachers). It was decided that the Board would be the body to advise on courses approved for fourth years of study or, preferably, completion of the Higher Diploma.
It was agreed that, as a Certifying Authority, the Board would examine and approve courses submitted by the various teachers colleges (if they accorded with regulations). At the end of each year, each principal would formally submit the names of all students who had completed successfully the approved courses, and the Board would then certify to the Director-General that the students as listed were entitled to the award of the various certificates, diplomas, and higher diplomas.
Contents of the minutes include agenda notices, names of members attending, and apologies from members not attending the meeting, confirmation and acceptance of minutes from previous meeting, business arising from the minutes, correspondence received, reports received, chairmans reports, individual teacher cases, assessment of various tertiary courses and general business.
