Special circulars were used to convey department policy and procedures to the Building Division departmental staff on subjects such as contract procedures and notification of staff acting on higher duties.

The use of circulars was gradually phased out during the years 1993 to 1994.

One file of Chief Architect Directives was found amongst these files. They were left in place. It is understood from information within the circulars that they were only a fragment of the series. The Chief Architects Directives were technical in orientation.
