General circulars were used to convey government policy and procedures to departmental staff. Subjects ranged from transport procedures to notification of staff acting on higher duties and many other matters.
The use of circulars was gradually phased out during the years 1993 to 1994.
Department of Planning and Development Circulars and All Staff Memoranda may have been the series subsequent to General Circulars. Further research is required to establish this.
