The Index to Circulars was created by the Department of the Treasury (VA 865) during the period 1936 to 1977 in order to access the circulars (contained in VPRS 10993) by subjects.

The Index contains the following information:

subject of circular
registered number - including an annual prefix (68/291)

The circulars were issued to the Permanent Heads of Departments and relate to various accounting, personnel and other administrative matters.

Some of the circulars were filed within the Central Correspondence System. It appears that these were marked with the letter R following the annual prefix.
