The Victorian Taxi Directorate (VTD) (VA 5009) was established within the Department of Transport on 15 June 1994 by a new section 130 in the Transport Act 1983 as amended by the Transport (Further Amendment) Act 1994.

By 2013, the main functions of the VTD included:

- Taxi and hire vehicle licensing
- Issuing taxi and hire vehicle Driver accreditations
- Issuing Taxi industry accreditations
- Issuing Driving instructor authorities
- Administering the Multi Purpose Taxi Program and country wheelchair accessible taxi subsidy scheme
- Developing policy and reviewing regulations
- Monitoring the industries it regulated to ensure compliance with relevant legislation and regulations
- Liaising and consulting with these industries and with consumers
- Providing business and information technology support to the industries it regulated

On 1 July 2013, following an inquiry conducted by the Taxi Services Commission (TSC) (VA 5010), the regulatory functions of the VTD were taken over by the TSC. The TSC had been established as an independent statutory authority in July 2011 under the Transport Integration Act 2010 as amended by the Transport Legislation Amendment (Taxi Services Reform and Other Matters) Act 2011, and after the inquiry phase was to assume the role of industry regulator no later than 1 July 2013.
