The Victorian Taxation Board of Review (VTBR) was established by the Taxation Appeals Act 1972 No.8274.

Part I of the Taxation Appeals Act, which dealt with the constitution and powers of the Board of Review came into operation on 1 January 1977. It is assumed that the agency commenced from, or soon after, that date. Parts II and III of the Act came into operation on 1 September 1978. Those parts dealt with amendments to various Acts and transitory provisions.

The Taxation Appeals Act was repealed by the Administrative Appeals Tribunal Act 1984 (No.10155) and the Board of Review was superseded by the Taxation Division of the Administrative Appeals Tribunal (VA 2659).
