The Victorian Commission for Gambling and Liquor Regulation Act 2011 established the Victorian Commission for Gambling and Liquor Regulation (VCGLR) which commenced operations on 6 February 2012. The Act transferred the roles and functions of the Victorian Commission for Gambling Regulation [VA4856], the Director of Liquor Licensing [VA 4824], and the Liquor Licensing Panel [VA4269], to the VCGLR.The VCGLR is an independent statutory authority which regulates Victoria's liquor and gambling industries. It is responsible for liquor and gambling licensing, and works to ensure compliance with regulations. This includes informing and educating industry participants and the Victorian public about regulatory practices and requirements, and working to minimise harm.
Under the Act the VCGLR also has the power to undertake liquor disciplinary actions, replacing the role of the Victorian Civil and Administrative Tribunal in relation to liquor matters. In addition, the VCGLR assumed the administrative and educative functions of Responsible Alcohol Victoria (RAV).
The VCGLA was replaced by the Victorian Gambling and Casino Control Commission (VGCCC) (VA 5756) which was established on 1 January 2022.
