The Victorian Accident Rehabilitation Council was established under sub-section 157(1) of the Accident Compensation Act 1985 and commenced operations on 1 September 1985.

The Council was one of four related agencies established in 1985 under the Accident Compensation Act 1985 and the Occupational Health and Safety Act 1985. The other three agencies were the Accident Compensation Commission (VA 2732), the Accident Compensation Tribunal (VA 2778) and the Occupational Health and Safety Commission (VA 1647).

The Council comprised a Board of ten members, a Corporate Management Group and an administrative arm. Divisions of the Council were:

Rehabilitation Management
Health Services
Rehabilitation Research and Development
WorkCare Rehabilitation Services.

The Victorian Accident Rehabilitation Council was abolished on 1 December 1992. The Council was superseded by the Victorian WorkCover Authority (VA 3081).
