The Tramway Branch was established during 1880 . The Tramway Branch contained two sub-branches; the Tramways Traffic Branch which contained clerical staff, pointsmen, point cleaners, brakesmen, signalman, conductors and messengers; and the Permanent Way, Tramways Branch which consisted of inspectors, weigh clerk, gangers, labours, sweepers, and carters. This branch appears to have been known as the Existing Lines Branch from 1889 until 1907 when the original title was restored.
A third branch was added to the Tramways Branch in 1881 - the Rollingstock Branch consisted of superintendent, foreman, car inspector, drivers and support staff, tradesmen, labourers and cleaners. The Rollingstock Branch was re-named the Locomotive Branch in 1885.
The Maintenance Branch appears to have been established in 1890, the Electrical Branch in 1900 and the Stores Branch in 1906.
Under the Transport Act 1930 (Act No.18, 1930) the management of the Tramways was transferred to the control of Trusts created under the Act in Sydney and Newcastle.
