Full description

The Sydney Harbour Foreshore Authority was established on 1 February 1999 by the Sydney Harbour Foreshore Authority Act, 1998 (Act No.170, 1998). (1) The Authority took over the functions of the City West Development Corporation and the Sydney Cove Redevelopment Authority, which were dissolved by the Act. There was also provision for the Darling Harbour Authority to cease after the 2000 Olympic Games and for its business to be transferred to the newly-created body.

The Sydney Harbour Foreshore Authority (SHFA) was responsible for the management of approximately 400 hectares of Sydney Harbour foreshore land between Garden Island in the east and White Bay to the west of Sydney Harbour Bridge. Specifically this included the:
- Bays Precinct - Johnstons Bay, White Bay, Glebe Island, Rozelle Bay and Blackwattle Bay
- The Rocks and the Sydney Visitor Centre
- Pyrmont Peninsula and Ultimo
- Darling Harbour Wharves 9 and 10
- Darling Quays project (a 5-hectare site surrounded by Sydney Aquarium to the south and the Western Distributor to the east of the wharves)
- Walsh Bay
- Circular Quay (SHFA acted as a trustee for this area)
- Garden Island (Garden Island and the Royal Australian Navy fleet base at Cowper Wharf Road continued to be managed by the Royal Australian Navy, but at the inception of the Authority plans were made to open up parts of Garden Island as a major tourist initiative).

The Authority was under the control and direction of the Minister for Urban Affairs and Planning, who was the sole consent authority for strategic foreshore sites. The Authority's function was the management of the land while the Sydney Region Central Branch of the Department of Urban Affairs and Planning maintained responsibility for foreshore planning.

1 January 2001, all land vested previously in the Darling Harbour Authority was transferred to the Sydney Harbour Foreshore Authority under the Sydney Harbour Foreshore Authority Act 1998. February 2001, also saw the SHFA as manager of affairs for the Luna Park Reserve Trust. (2)

The Office of the Sydney Harbour Foreshore Authority was abolished on 4 June 2010 and its branches were removed and added to the Land and Property Management Authority. (3)

From 4 April 2011 the Sydney Harbour Foreshore Authority became part of the Department of Planning and Infrastructure, within the Department of Premier and Cabinet. (4)

On 1 July 2015, SHFA employees were transferred from the Department of Planning and Environment to the Department of Finance, Services and Innovation (DFSI) (5) and, on 28 September 2015, it was announced that the Authority's functions would be consolidated into existing “expert whole-of-government agencies", including Government Property NSW and Destination NSW. From this date the Authority became part of the Property and Housing Group within DFSI. (6)

The consolidation of the Authority's functions under Property NSW, along with those of Government Property NSW, the Teachers Housing Authority and Waste Assets Management Corporation, took effect on 1 July 2016. (7)

In October 2016, the Statute Law (Miscellaneous Provisions) Act 2016 amended the Sydney Harbour Foreshore Authority Act. Under these amendments, the Act was renamed the Place Management NSW Act (Act No.170, 1998) and the Authority renamed Place Management NSW. (8) These changes were effective from the date of the amending Act's assent, 25 October 2016. (9)

Place Management NSW was a DFSI related entity (10) operating within Property NSW, part of the Property and Advisory Group. (11)

In June 2020, Placemaking NSW, was formed to oversee the operations of Place Management NSW. The Placemaking NSW Advisory Committee was a combination of common membership between Place Management NSW Board, Hunter and central Coast Development Corporation Board and the Sydney Olympic Park Authority Board. At this time, Place Management NSW was managing Luna Park Reserve Trust, White Bay Power Station, as well as parkland at Pyrmont and Ballast Point. (12)

Place Management NSW was transferred to the Cities and Active Transport division in Department of Transport [Transport for NSW] in March 2022. (13)

On 1 July 2023 Place Management NSW was transferred from the Department of Transport to the Department of Planning and Environment. (14)

From 1 January 2024 when the Department of Planning and Environment was renamed the Department of Planning, Housing and Infrastructure Place Management NSW remained part of that department. (15)
