The settlement at Stawell was proclaimed on 11th June 1858; it became a Borough on 12th November 1869. Stawell was declared a Town on 18th September 1957. Subdivisions were abolished and boundaries were adjusted on 27th January 1965. Stawell was created as a City on 12th November 1989.On 20 January 1995, the Shires of Stawell (VA 642) and Kara Kara (VA 2444) and part of the Shires of Wimmera (VA 2536), Dunmunkle (VA 2424) and Donald (VA 2411), and the City of Stawell (VA 556) and Town of St Arnaud (VA 2502), united to form the Northern Grampians Shire Council (VA 3715). This was part of a state-wide program of local government reform enacted between 1993 and 1995. The reform process reduced the number of councils from 210 to 78 under the Local Government Act 1989.
