Spencer Street/Southern Cross Station Redevelopment Project Files

In 2000, the Victorian Government announced a redevelopment of Spencer St.Railway Station under a Public Private Partnership (PPP) arrangement (the Project).

The Southern Cross Station Authority (SCSA) (known as Spencer Street Station Authority prior to a change of name in 2005) was established under the Rail Corporations and Transport (Amendment) Act 1999 to manage the redevelopment of the precinct for transport and related purposes, including commercial or public purposes.

On completion of Project's capital works, the Southern Cross Station Proprietary Limited has assumed responsibility for operating and maintaining the facility for a 30 year term.

The Authority's objectives have changed to now include:

- to monitor and assess the private management and operation of Southern Cross Station based on a Key Performance Indicator regime on behalf of the State Government, and

- to manage a number of State capital projects within the precinct.

The records in this series document all stages of the Project from the feasibility study through to the commissioning of the station and relate to the management of the contract between Civic Nexus (now operating as Southern Cross Station P/L) and the SCSA on behalf of the State of Victoria. They include committees and briefings, management of the budget for each year of the project, risk assessments, contract management, design and construction information and all types of planning right through to the early occupation stage.
