The Local Government (Shires) Act 1905 provided for the division into Shires of the areas in the state not at that time part of existing municipalities. The Canobolas Shire (shire no 112) was established on 7 March, 1906. The Canobolas Shire was situated in the county of Bathurst adjacent to the Municipalities of Orange and East Orange. (1) The three ridings that comprised the Shire were proclaimed on the 16 May,1906. (2) A temporary council was appointed to commence on 9 June 1906. The members of the temporary Council were Michael Francis Dalton, John Fitzgerald, Hon. Andrew Taylor Kerr MLC, John Watts and Samuel Whitmee. (3) The role of the temporary council was within six months of their appointment to compile lists and rolls of electors and to make arrangements for the election of the first permanent council (4) The first elections for a permanent Shire council were held on 24 November 1906 (5) In October 1925 the Minister for Local Government gave notice of a proposal to transfer to the Municipality of Orange a section of the Canobolas Shire known as Woodward Street and Dalton Street on the western and northern boundaries of the Municipality. (6) This took effect from 1 January 1926. (7) This change affected ridings ‘A’ and ‘B’ of the shire and the altered description of these ridings was published in the Government Gazette in August 1927. (8) Notice of the transfer of a further portion of approximately 225 acres on the southern boundary of the Municipality of Orange from the Shire of Canobolas was given in August 1941 (9). This took effect from 1 January 1942 when the transfer and the updated description of ridings ‘B’ and ‘C’ were proclaimed (10) On 6 September 1946 preliminary notice was given of the transfer of two parcels of land from the Canobolas Shire; and by transferring one portion from the Turon Shire to Canobolas. The details were as follows:approximately 74 acres on the northern boundary of the Lyndhurst Shire was to pass to Lyndhurst; and
about 4,060 acres on the western boundary of the Turon Shire was to move to Turon;
about 813 acres on the North Eastern boundary of the Canobolas Shire was transferred from Turon Shire to Canobolas. (11) These alterations to the boundaries were confirmed by proclamation on 6 February 1948 together with the revised descriptions of the Shire. In accordance with the Local Government Act, 1919 s. 20(2) the Minister authorised that the dispersal of rights, assets, and liabilities was not necessary in relation to these boundary alterations. (12) On 4 July 1947 preliminary notice was given of the transfer of an area of approximately 3,175 acres on the eastern boundary of the Municipality of Orange from the Shire of Canobolas to Orange. (13) This transfer formally occurred from 1 January 1949 when the altered description of the Shire was also proclaimed. The Canobolas Shire was required to provide the City of Orange (14) with extracts from its electoral role, valuation books and lists relevant to the residents and properties in the transferred land. (15) In 1971 the NSW Government appointed a special committee of inquiry into local government areas and administration. The final report which was completed late in 1973 recommended expansion of the cities of Orange, Bathurst and Lithgow, the amalgamation of the Shires of Boree and Molong and the re-grouping of other shires within the three cities. The recommendations of the special committee in relation to boundary changes were not accepted by the government that referred the matter to the Local Government Boundaries Commission. The local government divisions in this area were considered by the Commission as part of its broader task of examining boundaries outside the County of Cumberland to recommend changes that would facilitate economical and efficient local government for the foreseeable future. Following visits to the cities of Orange, Bathurst and Lithgow and surrounding areas in which the Commission held discussions with Councils, community organisations and citizens, 23 proposals for redistribution of local government areas were received. The Boundaries Commission withdrew its own proposals and during 1976 conducted an inquiry into nine of the proposals submitted. (16) In relation to Orange and surrounding areas the proposal of an officer of the Minister for Local Government to divide the City of Orange and the Shires of Boree, Canobolas, Lyndhurst and Molong into three areas to comprise a municipality and two shires was approved by the Commission. (17) Late in 1977 these recommendations were put into effect. The Shire of Canobolas was abolished on 1 October 1977 and the area that had formed the Shire was divided between the City of Orange and the Shire of Cabonne and Blayney. (18) End Notes:
