Full description

The Shire of Cabonne was established as a result of the merger of the former Shires of Molong and Boree and parts of the City of Orange and the Shires of Lyndhurst and Canobolas. The formation of the Shire was the result of a recommendation of the Local Government Boundaries Commission to divide the City of Orange and the Shires of Boree, Canobolas, Lyndhurst and Molong into one municipality and two shires. (1)

The Shire of Cabonne commenced operation on 1 October, 1977. (2)

The Council of the Shire of Cabonne was proclaimed to consist of 15 councillors. A provisional council was appointed to perform the functions of the council pending an election. The Provisional Council took office from the date of proclamation, viz 29 July 1977.

The role of the provisional council included:
- election of a President;
- provision of an office for the Council;
- transfer and appointment of staff
- apportionment of assets, rights and liabilities
- everything that was necessary to enable the Shire to perform its responsibilities after 1 October 1977 although the appointed staff were not to commence duty prior to 1 October 1977 and the distribution of assets and liabilities was likewise prevented from taking effect before that date (3)

The provisional councillors were: Stanley Ernest Barber; Gerard Michael Fisher; Timothy William Fitzgerald; Geoffrey Victor Rupert Gosper; William Henry Hawke; Elvin Leslie Robert Johnson; Gordon Charles Miller; Norman John Parker; Peter John Ryan; Lloyd Maxwell Stapleton; Donald John Strachan; Harry Reginald Tonkin; Gilbert John Watts; Herbert Stanley Wheeldon; and Reginald Clarence Wyatt. The headquarters of the Shire Council was established in Molong. The name Cabonne is a local Aboriginal word meaning ‘large’ and was selected in order not to favour any of the previous amalgamating shires. (5)

On 1 January 1979 seven parcels of land located on various sections of the boundaries of the City of Orange were transferred from the City Council to the Shire of Cabonne (6), and from 1 January 1984 3.13 hectares on the Eastern boundary of the City of Orange were transferred to the Shire of Cabonne. (7) In both cases the Council of the City of Orange was required to provide copies of the electoral rolls and valuations to the Shire of Cabonne.

In October 1991 residents of Cabonne Council submitted a proposal to divide the Cabonne Council into two local government areas based on Molong and Canowindra. The Boundaries Commission visited the area and reported in August 1992. (8) In February 1993 the proposal was investigated by the Local Government Boundaries Commission (9) which found that this would result in adverse affects upon the Council. (10)

A proclamation of 13 November 1992, transferred an area of land about 9.859 hectares, being Part Portion 109, Parish of Burrawong, County of Gordon, from Shire of Cabonne to Shire of Wellington (11) and about 12.29 hectares in the Parish of March, County of Wellington were transferred from the Shire of Cabonne to the City of Orange on 11 December 1992. Following the passage of the Local Government Act 1993 (Act No. 30, 1993) the Shire of Cabonne was re-named Cabonne Council.

On 8 November 1996, about 4856 square metres was transferred from the area of Cabonne to the area of Cowra. (13) By proclamation on 30 July 1999, the boundaries of the area of Cabonne were altered and around 4.54 hectares were added to the area of Cowra. (14) An area of about 3149 square metres was transferred from the area of Cabonne to the area of Blayney by proclamation on 8 November 2002. (15) An area of 2904 square metres was transferred from Orange City Council to Cabonne Council on 26 February 2010. (16) On 3 July 2015, an area of about 1955 square metres was transferred from Cabonne Council to Orange City Council. (17)

As of 2022, The Cabonne Local Government Area (LGA) occupied 6,023 square kilometres made up of 11 towns, villages, and localities including: Borenore, Canowindra, Cargo, Cudal, Cumnock, Eugowra, Manildra, Molong, Mullion Creek, Nashdale and Yeoval. (18)
