The Safety Mining Cages Board was appointed by the Executive Council on 5 August 1889. The Board, which comprised six members and a Chairman, was appointed to investigate the relative merits of different patterns of safety mining cages and to consider the question of adopting a Uniform Code of Signals for all mines in Victoria. The first meeting of the Board was held in Melbourne on 13 August 1889 after which 119 witnesses were examined, 227 tests made, and 25 different patterns of safety cages examined.
