This Royal Commission was charged with the investigation of the constitution, powers and duties of the Closer Settlement Board, its system of administration, the power and mode of acquiring estates and the methods of valuation, the selection of settlers and the conditions of settlement.

The Commission produced two reports. The Progress Report, tabled in 1915, dealt with non-irrigable districts whilst the Final Report of 1916 deals with irrigable districts. These reports are complementary to each other with the history, function and purpose of the Closer Settlement scheme being outlined.
