Peter Ross Sinclair was born 16 November 1934, and was educated at North Sydney Boys High School. Sinclair joined the Royal Australian Navy (RAN) in 1948 and was then educated at RAN College and the Royal College of Defence Studies (United Kingdom). Sinclair then served on the following ships HMS Devonshire, HMS Maidstone, HMS Jutland, HMAS Vendetta, HMAS Vampire, HMAS Sydney, HMAS Swan, HMAS Arunta, HMAS Vengeance, HMAS Tobruk and HMAS Australia (1). Peter Sinclair married Shirley Ann McLellan 9 May 1957 and the couple have two daughters and a son. Sinclair was the Commanding Officer of HMAS Duchess from 1970-1972, HMAS Hobart from1974-1977, and HMAS Penguin in 1978. Sinclair was a Director of Naval Plans from1979-1980, Director General of the Military Staff Branch Strategic and International Policy Division Department of Defence from 1980-1982, was Chief of Staff and Deputy to the Naval Support Commander from 1983-1984, was First Commandant of the Australian Defence Force Academy Canberra from 1984-1986, was the Flag Officer Commanding the Australian Fleet from 1987-1989, and in 1989 he was Deputy Chief of Naval Staff (2). Sinclair was made an honorary Doctor of Sydney University, and an Honorary Doctor of Southern Cross University in 1996 (3). Sinclair has been Director of the Newcastle Permanent Building Society 1997-2003, Chairman of the Council for the Order of Australia (retired 2001), President of the Australia Day Regatta for five years, and Vice-President St John Ambulance (New South Wales). Sinclair was Governor of New South Wales Governor of New South Wales from 8 August 1990 to 29 February 1996 (4). Sinclair received the National Medal on 14 July 1977 and again on 15 November 1978 (5). Sinclair was made a Companion of the Order of Australia on 8 June1992 (6), an Officer of the Order of Australia (Military) on 26 January1986, a Knight Most Venerable Order of the Hospital of St John of Jerusalem in 1991, and received the Centenary Medal on 1 January 2000 (7). Sinclair has also been a patron of the following: Working Kelpie Council of Australia, Hunter Medical Research, Hunter Region Botanic Gardens, Freshwater Surf Life Saving Club, Hawkes Nest Life Saving Club, Port Stephens Royal Volunteer Coastal Patrol, Surf Life Saving Australia Foundation, and a member of the Council of the Anzac Medical Research Foundation (8).
