Rail Access Corporation was established by the Transport Administration (Rail Corporatisation and Restructuring) Act, 1996 (Act No 56, 1996) which divided the former State Rail Authority of New South Wales into four separate entities. (1) The Rail Access Corporation commenced business on 1 July, 1996 (2) The general aim of Rail Access Corporation was to 'hold, manage and establish sufficient safe and reliable infrastructure facilities and to promote equitable access to the New South Wales rail network. (3) The principle functions of the Rail Access Corporation were (a) to hold, manage and establish rail infrastructure facilities on behalf of the state and (b) to provide persons with access as rail operators to the NSW rail network. (4) The activities of Rail Access Corporation were to be consistent with the Rail Access Regime, a policy established by the Minister and approved by the Premier, to ensure competition principles for third party operators applying for access to infrastructure which was the property of Rail Access. (5) Rail Access Corporation was also responsible for (a) the development and maintenance of an access pricing policy ; (b) the compilation of the master timetable for the allocation of train paths; (c) the establishment of systems to ensure that train paths are allocated in an efficient and impartial manner under the master timetable; and (d) the preparation and application of standards for the allocation of train priorities and the resolution of conflicts if the master timetable cannot apply for any reason. (6) Rail Access was also enabled to provide any services or facilities which were ancillary to functions or to conduct any business that it considered would further its objectives. (7) The Transport Administration Amendment (Rail Management) Act, 2000 (8) abolished the Rail Access Corporation by amalgamating it with Rail Services Australia to form the Rail Infrastructure Corporation. This Act was proclaimed on 22 December 2000.
