Price Howell was born on 29 May 1862. In 1891, he married Margaret Bulkeley in Lithgow By 1st August 1890 he was employed as a clerk at the Railway Locomotive Branch of the Railway Commissioners of New South Wales. On 1 October 1891 he was transferred to the Chief Accountant’s Branch, Head office where he was appointed Statistical Clerk on 1 January, 1892. He remained in this position until his retirement on 13 December 1916. (although it was exercised from the Secretary's Branch between November 1904 and June 1907).Mr Howell appears to have been a gifted penman who prepared statistical booklets showing various aspects of railway and tramway service in New South Wales some of which are retained as State archives. Howell died in Cronulla, New South Wales on 30 June 1923.
