The Noxious Fumes Board, which consisted of six members and the Chairman R.L.J. Ellery, was appointed by the Governor-in-Council on 20 July 1885 "to inquire into the alleged injurious effects on the health of miners of the use of Nitro-glycerine compounds and compressed air in mines, to examine the means employed or suggested for the dispersion of the noxious fumes arising from combustion of the various explosives used in blasting, and to report whether or not these means are sufficient to attain the end aimed at."
