A biographical note for Master Monaghan has not yet been prepared, however the following notes may assist in placing the records created by him into their context.

James Edward Monaghan was born on 20 September 1921. He received a Bachelor of Law (LLB) from the University of Sydney in 1954. He was a public servant and a politician. He served as a Member of the House of Representatives for Evans (NSW) for the Australian Labor Party from 9 December 1961 until 30 November 1963. He was a Master of the Supreme Court from 1986 to 1988 where he served principally in the Common Law Division.

James Edward Monaghan may have died on 19 July 2007.
