Energy Safe Victoria was established in 2005 by the Energy Safe Victoria Act 2005 and falls under the Department of Infrastructure (VA 3971). The Office of Gas Safety (VA 4209) and the Office of the Chief Electrical Inspector (VA 4207) were abolished to form Energy Safe Victoria.

The main function of Energy Safe Victoria is the provision of electrical and gas safety in Victoria. This is achieved through auditing the design, construction and maintenance of electricity and gas networks and installations, ensuring that appliances meet minimum safety and energy efficiency standards and monitoring events which may have implications for gas and electrical safety. Energy Safe Victoria also conducts safety campaigns to educate the Victorian public regarding the potential dangers of working with, using and providing gas and electricity. It is anticipated that pipelines safety functions which are currently the responsibility of the Department of Primary Industries (VA 4563) will also be included in Energy Safety Victoria at a later date.
