Entered NSW Public Service 1889. In 1900 was appointed Secretary Darling Harbour Resumption Advisory Board, and successively Chief Clerk 1901. Assistant Secretary 1902, Secretary 1920, and President since 1930 of the Sydney Harbour Trust.
