Established under the Dairy Act 2000, Dairy Food Safety Victoria (DFSV) was a statutory authority that reported to the Victorian Minister for Agriculture. It was responsible for regulating the Victorian dairy industry to safeguard public health. DFSV made the Code of Practice for Dairy Food Safety, which set minimum mandatory standards for production, manufacture, storage and transport of milk and dairy foods, and which had to be used by all dairy premises.DFSV was governed by a Board and funded from dairy licence and service fees.
Under the Act, DFSV was authorised to set and charge fees for the issue, transfer and renewal of dairy industry licences and the provision of services.
Licence fees and charges were set annually by the DFSV Board in consultation with the Victorian dairy industry. Under cost recovery arrangements with Dairy Australia, DFSV also received income for coordinating the Australian Milk Residue Analysis (AMRA) Survey.
